Purpose
A recent incident has highlighted that some project teams do not fully understand the difference between testing to the Signalling Maintenance Testing Handbook (SMTH) and testing to the Signalling Works Testing Handbook (SWTH). It is important that the difference is understood, and that testing to SMTH is only possible under clearly defined circumstances.
