This Standard is mandatory and applies to all Network Rail staff and contractors engaged in the maintenance of Network Rail's telecoms assets. The telecoms assets include:
• All Network Rail owned telecoms assets and telecoms assets leased to Network Rail for operational telecommunications
• All Network Rail owned telecoms assets and telecoms assets leased from Network Rail for Station Information and Surveillance Systems.
Maintenance of the assets includes both preventive and corrective maintenance (faulting) and the associated monitoring, testing and managing of the maintenance process except in the case of:-
• Telecoms assets leased to Network Rail where maintenance is the responsibility of the owner. Maintenance of the system carried by the asset remains the responsibility of Network Rail.
• Telecoms assets leased from Network Rail where preventive maintenance responsibility has been contracted to and is managed by the hirer.
This standard excludes maintenance of "Finance Leased" assets which are subject to contractual arrangements.

Purpose
This Standard sets out the process which Network Rail shall use to maintain Telecoms assets
The telecoms section of the Network Rail Standards Framework consists of six work streams. This Standard mandates the maintenance work stream and sets out the process which Network Rail shall use to maintain Telecoms assets. It is supported by a number of Business Process Documents describing how the process will be undertaken.
It should be read in conjunction with the Telecoms Engineering Policy NR/L1/TEL/30102.
