This module specifies the process to define and agree asset-related data and information requirements are assessed against the existing data and information architecture.

This module applies to:

a) the entire asset management capability as defined within Network Rail’s asset management strategy, both internal and external to Network Rail throughout the lifecycle of asset data;

b) the delivery of requests and requirements for asset-related data from those individuals and organisations external to the asset management system, e.g, asset data used in financial calculations; and

c) projects delivering asset-data related applications and solutions to define and agree asset data specifications and appropriate measures of quality.

It does not apply to data related to non-operational assets such as IT and office facilities assets.

This module applies when:

a) defining the asset data required to comply with Network Rail asset standards and regulatory requirements;

b) defining the required asset-related information needed for business planning, in financial processes, asset management, and asset maintenance planning;

c) defining the accountabilities for data and quality criteria to be collected through asset maintenance, renewals and enhancement activities;

d) identifying who may review, agree and sponsor proposed plans and remediation solutions to address existing data quality issues: and

e) defining changes which impact asset data components of Network Rail’s information architecture from business-as-usual and project activities.

Purpose

This module describes the Data Architecture Management process to:

a) govern the conceptual data architecture describing Network Rail’s information assets;

b) maintain consistency between conceptual and logical data models;

c) assess the impact of information requirements of the existing data architecture and determine how to deliver the requirements; and

d) assess changes and the impact of asset-related data impacting projects.

The outputs of this module will support related processes to determine:

a) where data is used and stored;

b) how conceptually data is to be distributed across the organisation;

c) establish line of sight between the organisational approach to information management and the Data Design;

d) conceptually how data is to be managed to deliver information requirements, architecture changes and roadmap, data stewardship responsibilities and flow model.

This module supports Network Rail in realising the principles in NR/L1/ADG/001 by which Network Rail governs its data architecture to:

a) define of the how data should be modelled and maintained to make data accessible to consumers;

b) assure consistency in data models through involvement of business and IT stakeholders to define the appropriate solutions;

c) consistently define and structure data to promote a common understanding across people, systems and support the application and reporting data quality measures; and,

d) embed these principles into procedural activities in alignment with the Asset Data Policy and IT architecture governance.

The process in this module mitigates these asset-data related hazards:

a) structural inability to process data or refine data;

b) recurring data errors issues occur;

c) failure to provide an effective data improvement plan; and

d) structural inability to implement schema across the enterprise system.

This module forms part of the quality management system for asset-related data, which interfaces with these processes and related management systems (nonexclusive):

a) Strategy and Planning;

b) Project Delivery; and

c) Solution architecture governance
