This module specifies the process to analyse and prioritise issues and errors in asset-related data, and develop and adopt solutions to remediate the issue in the business.

This module applies to:

a) the entire asset management organisation as defined within Network Rail’s asset management strategy, both internal and external to Network Rail throughout the lifecycle of asset data;

b) the delivery of requests and requirements for asset-related data from those individuals and organisations external to the asset management system, for example, asset data used in financial calculations;

c) projects delivering asset-data related applications and solutions to define and agree asset data specifications and appropriate measures of quality.

This module applies when:

a) assessing the impact and root cause of known issues;

b) defining plans and solutions to address data issues across people, processes and technology;

c) reviewing and agreeing proposed plans and remediation solutions to address existing data quality issues.

Purpose

This module sets out the Data Error Cause Analysis process to:

a) systematically and systemically assess the root cause of data errors and issues;

b) assess issues as they occur and assess issues holistically;

c) develop remediation plans to correct issues and prevent recurrence;

d) prioritise and develop solutions to added critical and high impact data quality issues;

e) perform continuous improvement activities into the asset data management system.

It supports Network Rail in realising the principles in NR/L1/ADG/001 that set out how Network Rail will move towards a preventative approach to asset data quality management and continuous improvement activities by:

a) proactively measuring data;

b) performing root cause analysis of issues as they arise;

c) enacting remediation and business improvement activities; and,

d) proactive review of asset data management and governance arrangements to improve of the quality of data.

The process in this module mitigates these asset-data related hazards:

a) recurring data errors issues occur;

b) failure to provide an effective data improvement plan;

c) erroneous Data accumulates and persists;

d) structural inability to implement schema across the enterprise systems.

This module forms part of the quality management system for asset-related data, which interfaces with these processes and related management systems (nonexclusive):

a) Asset Management system; and,

b) management systems impacted by the proposed change (e.g. asset management, people / organisational management).
