This module specifies the process to:

a) measure asset-related data and information to check they meet the agreed quality criteria;

b) identify data which does not conform to the quality criteria requirements;

c) publish the required conformance reports, to enable identification of the relevant data and the nature of any error detected, for example:

1) the types of error;

2) the number of instances it has occurred, both quantity and as a proportion of the measures conducted.

This module applies to:

a) the entire asset management organisation as defined within Network Rail’s asset management strategy, both internal and external to Network Rail throughout the lifecycle of asset data;

b) measurement of asset-related data from those individuals and organisations external to the asset management system, for example, asset data used in financial calculations; and

c) projects measuring asset-data for an appropriate level of quality.

It does not apply to data related to non-operational assets such as IT and office facilities assets. This module applies when new or modified data is received from:

a) projects performing enhancements and renewals, and or modifying assets and asset-related data and information;

b) maintenance activities for physical assets; and

c) asset-information and data impacting national programmes.

Purpose

This module sets out the Data Quality Measurement process to:

a) identify and measure targeted asset data sets using the appropriate tools and methods;

b) identify data which does not meet the quality requirements;

c) publish to including information to identify the errors and the nature of any error detected.

The module supports Network Rail in realising the principles in NR/L1/ADG/001 that set out how Network Rail applies appropriate measures and methods to assess the quality of asset-related data by:

a) provision of specifications to asset-related data in line with information security, legal and regulatory requirements; and

b) move towards a preventative approach through pro-actively measuring the quality of asset related data

The process in this module mitigates the asset-data related hazard of ‘failure to identify correct data accuracy’.

The module forms part of the quality management system for asset-related data, which interfaces with the renewals and enhancement processes
