This module specifies the process by which asset-related data and information requirements are delivered through data collection, maintenance and management activities through data improvement projects, enhancements, renewals, refurbishment, and maintenance activities on physical assets and data solutions.
This module applies to:
a) the entire asset management capability as defined within Network Rail’s asset management strategy, both internal and external to Network Rail throughout the lifecycle of asset data;
b) the delivery of requests and requirements for asset-related data from those individuals and organisations external to the asset management system e.g. asset data used in financial calculations; and
c) projects delivering asset-data related applications and solutions to define and agree asset data specifications and appropriate measures of quality.
It does not apply to non-operational assets such as IT and office facilities assets.
This module applies when:
a) delivering asset data required to comply with Network Rail asset standards and regulatory requirements;
b) delivering required asset-related information needed for business planning, in financial processes, asset management, and asset maintenance planning;
c) receiving asset information from a project or works
Purpose
This module establishes the Data Processing process to:
a) collect, maintain and present asset-related data (for use);
b) confirm data conforms to specifications upon entry and storage;
c) assess the impact of changes to specifications and quality requirements of existing data maintained in registers and data stores;
d) trace data collection and storage requirements to and from business objectives, strategy and information needs to determine what data should be collected and whether it is fit for purpose.
It supports Network Rail in realising the change management principles in NR/L1/ADG/001 that set out how Network Rail defines and applies measures of quality to asset-related data to establish whether the data set is fit for purpose to:
a) align with information security, legal and regulatory requirements; and when,
b) collecting, maintaining, and disposing (archiving) of data in manner which can be traceable to and from the information and reporting requirements
The process in this module mitigates the asset-data related hazard ‘structural inability to process data or refine data’.
This module forms part of the quality management system for asset-related data, which interfaces with these processes and the related management systems (nonexclusively) for Cyber and Information Security.
