This Network Rail standard specifies the objectives, delegated responsibilities and administration arrangements of System Review Panels within Network Rail. It also specifies their key interfaces.
System Review Panels are change review bodies. They are not responsible for sponsoring change.
System Review Panels do not review documents dealing with Project Safety Cases.
Purpose
Network Rail Acceptance Panel oversees, in accordance with NR/L2/RSE/015, the Network Rail processes for the review of proposals:
a) to bring new or changed rail vehicles onto Network Rail infrastructure; or
b) to change the geographical area of Network Rail infrastructure over which rail vehicles operate; or
c) relating to the renewing or changing of Network Rail infrastructure; or
d) relating to the use of products as part of Network Rail infrastructure and which will be used for the operation of a transport system; or
e) relating to the arrangements for safety verification
Network Rail Acceptance Panel may delegate some of this work to System Review Panels, with this standard acting as the generic remit from Network Rail Acceptance Panel to a System Review Panel. Network Rail Acceptance Panel may also issue specific remits for particular pieces of work to System Review Panels.
System Review Panels are a requirement of Network Rail's Health and Safety Management System, and may be appointed to act as the Competent Independent Person for specific projects as described in NR/WI/ACC/0001.
