This standard covers all projects and maintenance works with a Highways Interface and is to be used throughout the works planning process. It covers how Network Rail fulfils its obligations and duties and exercise its powers under the legislation governing the Highways Interface. 

It does not provide a detailed breakdown of the requirements, interpretation or complete listing of the legislation and supporting regulations.

The duties apply to Works Promoters/or teams who meet such requirements, whilst at the same time protecting Network Rail’s interests. 

Purpose 

The purpose of this standard is to mitigate against failing to plan access to the publicly maintainable highway, and to provide alignment with possession planning requirements where works require access to both networks. 

The Highway/Road Authorities have the power to give direction as to timing of street works, Section 72 (Section 115 Scotland) of the New Roads and Street Works Act 1991, therefore without agreed access to the highway network a secured possession maybe forfeit. 

This standard supports compliance with the requirements, defined by legislation, supporting regulations and/or related codes of practice when works activity is planned and/or performed at the Highways Interface (HI).
