The Competence Management System applies to all work undertaken on Network Rail controlled infrastructure by Network Rail employees in Maintenance, Projects & Engineering and Operations & Customer Services. This specification describes the processes that functions in scope will use to operate the Competence Management System.

Purpose

This document sets out the requirements for managing the competence of Network Rail employees involved in work that may affect the operational safety and/or performance of Network Rail controlled infrastructure. It defines the processes that Network Rail shall implement and maintain as part of its Competence Management System.
