This Network Rail standard specifies the process for gaining acceptance as part of:
a) the introduction of new or modified products;
b) a change of application of a product;
c) a transfer of manufacture of a product.
NR/L2/EBM/029/F001 specifies the products that require acceptance.
This standard also applies to changes in the application of equipment used adjacent to the infrastructure that could be deemed to import risk to the operational railway.
This standard does not apply to:
a) Civil Engineering infrastructure, as defined in NR/SP/CIV/003, which encompasses:
1) structures (including equipment and support structures);
2) buildings and other Civil Engineering infrastructure that have been designed for a unique application;
b) acceptance of trains and rolling stock (except rail vehicle mounted products where these have an impact on Network Rail infrastructure, as specified in Appendix C)
c) the installation of train operating company or any other third party owned products at leased stations
There is no separate cross-acceptance process specified in this standard.
This standard is additional to that for Safety Verification, described in NR/L3/RSE/0001.Safety Verification may be applicable when new or modified products are deployed onto the infrastructure, having been granted trial or full acceptance.
Purpose
Network Rail Acceptance Panel is, in accordance with NR/L2/RSE/015, accountable to the Network Rail Board for the review of applications for the use of products on or as part of Network Rail infrastructure.
This standard mandates the process to be followed in order to provide assurance to Network Rail Acceptance Panel that products accepted for use on or as part of Network Rail infrastructure are safe and fit for purpose in their intended application.
