The scope of this standard applies to all Infrastructure Investment projects that change or renew Network Rail assets. It applies whether the design for a project is undertaken by Network Rail staff or by contractors contracted to Network Rail or contractors contracted to another party under an agreement with Network Rail.
This standard is not applicable to Network Rail Infrastructure Maintenance when they deliver projects (or elements of projects) on behalf of Infrastructure Investment where their involvement is limited to undertaking maintenance processes in accordance with Infrastructure Maintenance standards. In all other cases where Infrastructure Maintenance deliver projects (or elements of projects) on behalf of Infrastructure Investment this standard applies and Infrastructure Maintenance will be treated as a ‘contractor' as defined within this standard.
This standard applies to all phases of a project as applicable, including, but not limited to:
a) feasibility studies;
b) design;
c) construction;
d) testing and commissioning;
e) de-commissioning and demolition.
This standard applies to projects which protect Network Rail's asset when a party other than Network Rail carries out work on, over or under Network Rail property.
The requirements defined within this standard are specific to this standard only; additional accountabilities and responsibilities are allocated in other Railway Group and Network Rail Standards and Legislation.
The requirements defined within this standard detail responsibilities aligned to elements of the CDM Regulations. NR/L2/INI/CP0047 ‘Application of the Construction, Design and Management Regulations to Infrastructure Investment Projects' defines the full responsibilities to achieve compliance with the CDM Regulations.
Purpose
The purpose of this standard is to describe the processes and roles and responsibilities of staff responsible for the management of the technical and engineering requirements of projects for and on behalf of Network Rail Infrastructure Investment.
