This procedure applies to all functions that plan work and access on the railway infrastructure, including Infrastructure Maintenance, Infrastructure Investment and Operations & Customer Services. It also applies to any third parties requiring access to Network Rail's infrastructure with the potential to disrupt track access. This includes the planning of engineering trains (haulage and on-track plant) for maintenance, renewals or enhancements.
This procedure does not apply to the planning of train services for Network Rail's passenger and freight customers, nor as part of the customer negotiation process defined by the Network Code.
Change control is required where the change to work content, scope or method of delivery has an effect on a previously accepted possession or possession strategy. This shall include:
• Addition of a new possession
• Changes to basic possession parameters (number, duration, physical limits, dates, times, lines affected)
• Addition or removal of a worksite within a possession
• Inclusion, removal or alteration of electrical power isolations
• Inclusion, removal or alteration of temporary speed restrictions
• Inclusion, removal or alteration of temporary hand signalling arrangements
• Changes to previously agreed engineering haulage train routings.
It should be noted that change control applies only where change affects a previously agreed fixed plan. Prior to TT-56 weeks, change control does not apply to the normal plan development process whereby individual work programme delivery strategies are prepared for the Annual Integrated Work Plan.
Responsibilities for actions in this procedure are clearly defined. Responsibilities may be delegated by managers to other staff within their team, provided this delegation is made clear. Note that accountability cannot be delegated.
Purpose
Change control is fundamental to the stability of any work plan and forms a key component in the work and possession plan development process. The purpose of change control is not necessarily to prevent change but to confirm that the consequences on any work plan are understood before it is accepted.
