This manual specifies the requirements for the segregation of site-based work activities, including plant and vehicular deliveries, on Network Rail Managed Infrastructure (NRMI) from railway operations. 

It covers: 

a) personnel safety; 

b) the arrangements for the working of mechanical equipment; 

c) general construction plant; 

d) the movement and storage of materials; and 

e) any other activities involved with the work. 

The manual applies to: 

a) site-based maintenance, construction and survey work which can be segregated from railway operations. 

b) all works where Network Rail is the promoter. 

This is not intended for maintenance taking place in cyclical possessions. 

NOTE : This segregation is done in such a way as to eliminate, or reduce so far as is reasonably practicable, the transfer of safety risk from the site of work to the operational railway and vice-versa. 

It can also be used by agreement (between relevant parties) by train operators, 3rdparties and outside parties, (for example by third party owners of depots and freight yards). 

Purpose 

This manual allows site-based work to take place without the necessity to apply the specific control measures associated with the operational railway as defined within NR/L2/OHS/019, but in doing so requires other controls and a controlled environment. 

It improves safety by defining safe methods of work that, once in place, will eliminate, or reduce risk so far as is reasonably practical, to or from the operational railway. 

Efficiencies can be derived once the site of work designated as being segregated from the railway has been set up by not having to apply NR/L2/OHS/019 and from being able to utilise non-Personal Track Safety, (PTS) staff and contractors. 

All other relevant Network Rail standards apply to works using this standard unless it is being used in conjunction with NR/L3/OHS/005. 

NOTE : Network Rail strives to maximise train paths to meet customer and stakeholder demands. This is in parallel with an increase in the amount of work being delivered by Network Rail. Effectively managing the risks posed by construction plant and machinery working alongside lines open to traffic is one of Network Rail’s highest priorities.
