The scope of this standard:

a) covers access points, authorised walking routes, cess pathways, walkways and positions of safety;

b) covers the minimum safety requirements of “pedestrian” access facili ties for persons at work;

c) applies to Network Rail and contractors and any person or organization involved in the maintenance or renewal of existing facilities or involved in the provision of new permanent or temporary facilities;

d) covers facilities provided on Network Rail Managed Infrastructure including areas classified as on or near the line, the lineside and the boundary measure limits intended for persons at work. It excludes public use unless explicitly

stated in this standard;

e) covers access for Typical Users of the assets (see definitions) who are authorised to work in the trackside environment and is not intended to cater for Persons of Reduced Mobility or medical conditions that preclude them being

trackside or on authorised walking routes.

It does not:

a) cover access for the vehicular conveyance of material, plant and equipment;

b) include the engineering design specifications for the various types of facilities for personnel safety listed in the scope.

c) cover individual features that are designed to provide access to plant & equipment or structures or any building that would come under building regulations.

Purpose

This specification sets the safety requirements for the provision of facilities providing safe access onto, along and across the track for persons whose duties require them to be on or near the line or lineside.

It provides:

a) safety benefit by providing and maintaining safe “pedestrian” access facilities for persons at work where it is needed most;

b) facilities though a framework of a designer led approach taking into account British Standards, typical user requirements, consultation, maintenance task workbank analysis and cost benefit analysis;

c) a framework:

1) to determine the need for provision of lineside facilities;

2) for the design for the provision of suitable lineside facilities;

3) for consultation with stakeholders e.g. local users.

d) a means to promote safer systems of work by restricting the use of outdated safe working practices concerning the use of refuges.
