This module specifies the process for, and the roles and responsibilities of people associated with, managing contingency on capital investment projects.

It is part of the Capital Investment and Delivery Core Process and relates to NR/L2/P3M/201.

It applies to projects that require Investment Authority as defined within IR01 Investment Regulations and enhance or renew the operational railway.

Throughout this document ‘project’ is used interchangeably with ‘programmes’ and ‘portfolios’, unless otherwise stated.

Purpose 

This module describes the contingency management process for capital investment projects. Its purpose is to enable: 

a) the effective and consistent management of contingency across the capital investment portfolio; 

b) a continuous link between risk and contingency throughout the delivery lifecycle; and 

c) the learning of lessons from significant instances of contingency utilisation.
