The standard applies to maintenance facilities for rail vehicles. These facilities include sites for stabling and maintenance for rail vehicles and maintenance facilities owned by NR and operated by third parties.

This standard does not specify requirements for facilities engaged in the maintenance of on-track plant, rail vehicle mounted modules or Road Rail Vehicles. In addition, this standard does not prescribe the facilities required for infrastructure maintenance depots or Freight Operating Company depots or infrastructure material handling depots.

Purpose

This standard defines the minimum requirements for facilities owned, hired or leased by Network Rail, used for the servicing and maintenance of rail vehicles where Network Rail has engineering responsibility.

The engineering requirements are intended to specify the suitability of maintenance facilities to meet the needs of rail vehicle maintenance and overhaul, both safely and efficiently. The implementation of this standard mitigates the following high-level risks:

a) maintenance being undertaken in unsuitable maintenance facility.

b) non-compliance to legislation.
