This specification covers facilities for rail vehicles that Network Rail owns outright, or has a management or engineering responsibility for, under various finance, lease or hire agreements. These rail vehicles are either operated by Network Rail or, under contractual agreement, by a third party Railway Undertaking.

It also considers the requirements of vehicles which Network Rail may add to the fleet due to future business requirements.

It does not seek to specify the requirements for facilities engaged in the maintenance of rail vehicle - mounted modules, Road Rail Vehicles, Rail Mounted Maintenance Machines or any other rail vehicle which does not work outside a possession. In addition, this document does not prescribe the facilities required for infrastructure maintenance depots.

The types of locations covered include stabling facilities, servicing facilities, light and heavy maintenance facilities, and National Fleet Engineering Centres for vehicle overhaul, repair and refurbishment.

It is the responsibility of each Network Rail Delivery Unit involved in the applicable rail vehicles to demonstrate compliance with this document through their respective Delivery Unit Handbooks.

Purpose

This standard defines the minimum engineering requirements for facilities used for the servicing and maintenance of rail vehicles which are owned, hired or leased by Network Rail, where Network Rail has engineering responsibility.
