NRAP's activities detailed in this standard include all programmes, projects or activities which include one or more of the following attributes:-
a) Introduce into operation new or changed vehicles on NR Infrastructure, or changes the geographical limits (as defined by the authorised routes) over which such vehicles operate, or
NOTE: The NR Infrastructure is defined as the track, the means of supporting the track, the signalling arrangements, and the traction power supply system and "managed" stations – but not "leased" stations.
b) Has the potential to affect the interaction between railway vehicles and NR Infrastructure.
c) Is a change to NR Infrastructure (whether by renewal in modern equivalent form, or by a change in functionality of the Infrastructure) or
Note: The scope of NRAP activity does not normally include maintenance renewals of equipment, or the substitution of equipment in the course of failure rectification, and on the basis those activities use approved equipment in pre-existing applications, that no designs are produced in support of such activities and they do not change the configuration of NR infrastructure.
d) Has the potential to change the risk profile of NR Infrastructure, or
e) Intends to Introduce new or changed products as part of NR Infrastructure
f) NRAP considers, at its discretion, appears to be of a sufficient risk profile to warrant its involvement
and irrespective of whether that programme or project is actually under the control of, or carried out by, NR.
The scope includes NRAP's arrangements for determining the appropriate level of scrutiny to be given to any such qualifying activity, and those dependent processes by which NRAP discharges its accountabilities.
