This module specifies the processes to follow when introducing a new or modified rail vehicle onto Network Rail infrastructure. It sets out how Network Rail fulfils its responsibilities both as a proposer of change, and as an affected party under the ROGS legislation and RIS-8270-RST.
It applies in cases where Network Rail is either the proposer or an affected party.
It does not apply to vehicles operating solely in an engineering possession which are covered through local possession instructions. It does apply to any movements on controlled infrastructure to or from an engineering possession, including On Track Machines operating in Rail Vehicle Mode.
Purpose
This module is part of a suite of processes governed by Network Rail Assurance Panel (NRAP) to reduce and mitigate risks associated with Network Rail projects, products or vehicles being brought into service.
This module sets out the processes to be followed by Network Rail as a proposer or affected party to achieve the requirements of The Railways and Other Guided Transport Systems (Safety) Regulations 2006 (ROGS) Legislation (and subsequent amendments) for new vehicle introductions onto Network Rail’s Infrastructure.
This module supports RIS-8270-RST “Route Level Assessment of Technical Compatibility between Vehicles and Infrastructure” which provides a six-step procedure which is in line with the legislation.
