This module specifies the compatibility process to follow when new or changed Network Rail infrastructure is introduced.
It applies where Network Rail is the proposer of change, or where Network Rail will be the asset owner or duty holder if the change is proposed by a third party. Where Network Rail is undertaking work on behalf of another infrastructure manager on infrastructure it is not the duty holder of, it is for that infrastructure manager to demonstrate compatibility to their affected parties in accordance with their processes.
It does not apply to the assessment of compatibility with the assets of railway neighbours; proposers of change shall adhere to the relevant legislation where changes may impact railway neighbours.
It does not apply to where Network Rail introduces rolling stock or rail vehicles; NR/L2/RSE/100/04 provides the compatibility processes for introducing new or modified vehicles.
Purpose
This module supports the RSSB Rail Industry Standard RIS-8270-RST ‘Route Level Assessment of Technical Compatibility between Vehicles and Infrastructure’. It sets out the processes to be followed by a proposer when changes to infrastructure are made that might affect its interface with vehicles and other assets to achieve the requirements of the standard. These processes support the ‘Duty of Cooperation’ under The Railways and Other Guided Transport Systems (Safety) Regulations 2006.
