This standard applies to persons responsible for design, installation, testing, maintenance, fault finding, or engineering management of signalling infrastructure managed by Network Rail.

This standard does not apply to persons responsible for activities listed above on telecoms and signalling power distribution systems.

Purpose

This standard sets out the requirement for application of the IRSE licensing scheme.

IRSE licensing is an independent, UCAS accredited competency management scheme for individuals engaged in activities on signalling infrastructure. It provides a level of competency assurance in addition to that of competency management systems used by employers.

A robust competency management system is an essential control for minimising the risk of compromising the integrity of the safety critical signalling infrastructure.
