This handbook is applicable to those undertaking signalling safety risk assessment where Network Rail is the Infrastructure Manager. They could be either Network Rail employees or appointed contractors/consultants acting on behalf of Network Rail.
This handbook applies for the assessment of signalling safety risk:
a) during the development and implementation of change to Network Rail controlled infrastructure;
b) arising as a result of the operation of trains on Network Rail controlled infrastructure.
The risk assessment of overrun, detailed in this document, only applies to lineside signalling. ETCS will be covered by a separate ETCS overrun risk assessment.
The manual does not include level crossing suitable and sufficient risk assessment which is subject to operations standards.
Risk assessments in support of deviations should be addressed in in the noncompliance application and certification process.
Purpose
This manual provides a framework for consistent production of suitable and sufficient risk assessments for the Signalling system.
It sets out the procedures and the specification of tools that Network Rail uses to comply with published standards requiring signalling risk assessment.
