This Module applies to all Projects to alter, or with the potential to affect the fitness for purpose of, Network Rail’s infrastructure that meet the selection criteria defined in NR/L3/SIG/10064 NR/GI/T001 for testing to NR/L2/SIG/30014.

The inclusions and exclusions documented in NR/L2/SIG/30014/A110 also apply to the scope of this Module.

Purpose

This Module is part of the suite of documents contained within the Signalling Works Testing Handbook, NR/L2/SIG/30014, which together detail the requirements for signalling works testing activities. 

This Module sets the requirements for and responsibilities of the Test and Commissioning Engineer role. 

It details the method of appointment of the Tester in Charge for Projects, and contains requirements regarding the proposal, assessment and appointment of the Tester in Charge along with acceptance of the role by the individual concerned. Appendix B contains detailed guidance on the sufficiency of a Tester in Charge’s Work Experience for a specific Project. 

It defines the requirements and guidance applicable to: 

a) The Testing Management Organisation; 

b) The Lead Tester in Charge and other roles within this organisation; 

c) The agreement in principle to the Testing Management Organisation; 

d) The acceptance of the proposed Testing Management Organisation.

It also covers change in the arrangement applicable to Emergency Work.
