This standard applies to the safe working practices, inspection and maintenance regimes, routine testing, defect and fault management of the following signalling power distribution equipment on Network Rail managed Infrastructure:
• Signalling power distribution equipment above 175 V AC in equipment housings including FSPs, location cases, relay rooms, REBs, power pillars, etc.
• Signalling Power distribution supply cabling.
• Insulation Monitoring equipment on signal power supplies above 175 V AC.
• Interrupter cabling.
• Temporary protective measures.
• Electronic Protection Relays installed on signalling power supplies above 175 V AC.
• Distribution Interface Transformer Assembly (DITA) equipment.
• 650V AC portable generation equipment.
The safe working practices specified within also apply to any individual involved in project works where working on or near signalling power distribution equipment above 175 V AC is required.
The maintenance of Principal Supply Points is excluded from this document.
The ownership and maintenance of UPS equipment is also excluded from this document.
Purpose
This standard describes the minimum requirements for working on or near signalling power distribution equipment above 175 V AC on Network Rail managed Infrastructure, which includes:
• Safe working practices.
• Inspection, maintenance and testing requirements.
• Active fault and defect management.
This standard describes the means of compliance with the requirements of the Electricity at Work Regulations 1989 when working on or near signalling power distribution equipment. This has been written in accordance with HSE publication HSG85 – Electricity at Work Safe Working Practices (3rd Edition).
