This specification does not apply to telecom’s asset routine maintenance, minor works or testing activities, work carried out under emergency conditions, or project works that can be carried out solely within the parameters of NR/L3/MTC/RCS0216 risk control manual.

Purpose

The purpose of this specification is to support the control of risk to Network Rail’s operations that may arise because of any changes to Telecom’s assets and services by mandating a Telecoms specific engineering assurance process in support of the main engineering assurance process described in NR/L2/RSE/02009.

The forms within this specification provide a mechanism to produce some of the evidence required to demonstrate that the safety requirements for common safety method risk assessment have been implemented.
