This specification states the arrangements for the management of safety related reports for telecommunication failures. It specifies the responsibilities to investigate and report, when requested, telecoms equipment failures where they cannot be ruled out as a contributory factor or cause affecting services provided by other disciplines.

The scope for Telecoms includes infrastructure or services provided by Network Rail including reverted Finance Lease equipment and services and where the a failure has been identified as having been caused as a result of failure or mis-operation of a service provided by another discipline.

The management of Safety Related Reports for other disciplines is defined in other Network Rail specifications. For Signalling these are defined in NR/L2/SIG/10047.

Purpose

The purpose of this specification is to define Network Rail's requirement that all safety related failures to telecommunications equipment and services are subject to a unified national system of classification, investigation and review.
