This Network Rail specification covers requirements for current and future needs of mobile voice and radio communications during OTP operations only. Instant simultaneous conference, voice clarity, durability and weatherproofing are essential.
This standard does not apply to controlling movements or shunting of trains within a worksite. This specific requirement is supported by NR/L2/OPS/033.
Purpose
This document provides requirements and guidance for the selection of a full duplex voice communication system to allow conference style communication, which can be utilised during On Track Plant (OTP) activities, such as Tandem Lifting. There is a requirement for such a system during safety critical OTP operations where constant communication between machinery & its operators are essential. Any device implemented must conform to the appropriate Electromagnetic Compatibility (EMC) and environmental condition acceptance standards.
The complete duplex communication system is to be utilised to enhance communications and minimise the risk whilst carrying out safety critical activities on Network Rails Managed Infrastructure. The duplex system is required to reduce delays caused by speech protocols used to manage the limitations of simplex radio communication devices.
The duplex communication system is required to increase the safety of the Crane and Machine controllers, allowing them freedom to work from much safer distances, offering better visual range whilst Controlling OTP within a work site.
