This module of NR/L2/TRK/001 summarises:

a) intervention limits for rail and component breaks of a safety related nature

b) installation and maintenance tolerances for the key track parameters;

c) intervention limits that are not reached other than exceptionally;

d) other conditions that require urgent attention, but without necessarily blocking the line or an putting an emergency speed restriction in place;

e) tolerances for datum-plated alignments.

Unless otherwise stated, the specification applies to all running lines and sidings open to traffic. Particular requirements at leased depots are specified in RT/CE/S/037.

This module applies to permanent way that is undergoing renewal, or is in a temporary condition in connection with underbridge or other works, as well as to permanent way which is under a routine maintenance regime.

NR/L2/TRK/001/E01 is divided into two parts and is intended to form a reference document for those inspecting the track and those prioritising work following inspection. As such, it is intended to be issued in parts as required by those using the information.

The two parts are:

• Part A – Intervention limits and immediate action limits primarily for patrollers undertaking visual inspection with action timescales by Track Category.

This part defines the timescales and actions which shall be applied on the initial visual inspection of the asset.

• Part B – Summary of installation, maintenance and intervention limits for Supervisor and Engineer inspections.

This part is for the use of Supervisors and Engineers who, through the use of measurements and deterioration trend analysis, may enable conditions identified as M3 or longer to be refined dependent upon site conditions. No adjustment of mandatory limits or intervention actions is permitted.

Purpose

NR/L2/TRK/001 is a system specification that gives the minimum requirements for the inspection and maintenance of Network Rail's permanent way. It has been divided into five modules and incorporates all relevant Letters of Instruction, which are now withdrawn.

This module of NR/L2/TRK/001 was previously issued as Appendix E of NR/L2/TRK/001, Issue 3. It has been revised and the Track Inspection Handbook timescales have been incorporated.
