This document identifies the quality measures for safety and reinstatement which are to be followed when undertaking street works and the procedure for dealing with inspections of street works. Work promoters understand safety compliance applies to all worksites, also quality inspections maybe undertaken by Network Rail NRSWA Supervisors or HA Inspectors at sites involving excavation.

Purpose

This module sets out the standards of workmanship required at street works in compliance with the Specification for the Reinstatement of Openings in Highways and the Specification for the Reinstatement of Openings in Roads (for Scotland) to mitigate against defects. This includes Network Rail’s response to street works inspections performed by Highway/Road Authorities and safety compliance for Signing, lighting, and guarding.

The overriding aim of this procedure is to remove the danger as soon as possible.
