This module is applicable only on the Western route. The requirements related to Limitation of Access only apply when suitable justification has been demonstrated to support work with equipment Live or Charged.
The module introduces the term ‘Limitation of Access’ in relation to working with Live or Charged OLE and mandates a Planned Switch Off to be implemented on electrical sections where a Limitation of Access is required.
The requirements of this module are applicable to Network Rail personnel and to Network Rail’s contractors.
The intent of this module is to allow safe access and travelling for approved On-Track Plant, and use of approved RRV excavators only at the Site of Work, with OLE that is Live or Charged under a Western Limitation of Access Certificate (WLOAC). These certificates are designed to be used for the following operations of approved On-Track Plant:
On or off tracking and cross tracking;
Travelling under OLE;
and for approved RRV excavators only:
Work within a Site of Work.
In some circumstances, it will also be necessary to implement an Earthed Isolation to permit these operations.
Additional securing measures to be implemented for work requiring an Earthed Isolation are identified in this module.
Note: As detailed in section 7.3, specific conditions apply in relation to additional securing measures at points of disconnection within the legacy electrified area as defined in this module.
This module identifies the earthing arrangements to be established prior to the issue of Overhead Line Permits and Limitation of Access Certificates where a Carrier Wire Neutral Section is within the working limits.
This document should be read in conjunction with NR/L3/ELP/29987, Issue 4.
Further requirements for working on or about the electrified lines and for communication are contained in the Rule Book Modules AC and G1 (GE/RT8000/HB16 and GE/RT8000/G1).
Purpose
This module defines safe access, travelling and Site of Work arrangements under Live or Charged Overhead Line Equipment (OLE) for Road Rail Vehicle (RRV) excavators and safe access and travelling of other approved On-Track Plant as authorised by Western Route and the Professional Head of Contact Systems.
Requirements include the specific rules and procedures to be followed so that a sufficient documented safe system of work is prepared and implemented for approved On-Track Plant including approved RRV excavators operating less than 2.75 metres (9 feet) but more than 600 millimetres (2 feet) from Live or Charged OLE.
This module identifies additional securing measures to be completed prior to the issue of all Overhead Line Permits. Requirements include specific earthing arrangements to be established prior to the issue of Overhead Line Permits and Limitation of Access Certificates where a Carrier Wire Neutral Section is within the working limits.
