The processes and arrangements described in this EMP are mandatory for all projects undertaken within IPE. The EMP should always be read in conjunction with NR/L2/INI/02009.
When other Programmes within Investment Projects (IP), Asset Management (Track) or Infrastructure Maintenance deliver works on behalf of IPE this EMP will apply unless otherwise formally agreed by the IPE Senior Programme Engineering Manager (SPEM) prior to the commencement of the work.
The EMP applies whether the design for a project is undertaken by Network Rail staff or by Suppliers contracted to Network Rail
This EMP applies to projects which protect Network Rail's asset when a party other than Network Rail carries out work alongside, on, over or under Network Rail property unless otherwise varied by an approved asset protection agreement
The EMP also applies when a third party carries out work on Network Rail's assets.
Exceptionally, a Programme Engineering Manager (PEM) may prepare an alternative EMP for a specific project that is not suited to these arrangements. Alternative EMP's are approved by the SPEM and authorised by the Senior Programme Manager (SPM) prior to the commencement of the work.
Purpose
The purpose of this document is to define the engineering management roles and responsibilities within Investment Projects Enhancements (IPE) in accordance with the requirements of Company Standard, Engineering Management for Projects, NR/L2/INI/02009.
It provides Designated Project Engineers (DPE), Project Engineers (PE), Project Managers (PM) and others identified within the Engineering Management Plan (EMP) clear direction regarding the engineering management arrangements and processes for all IPE projects.
