This manual and its associated modules specify the principles to be adopted for, and the roles and responsibilities associated with, portfolio integration development and management. This manual applies to all rail infrastructure work which requires:

a) disruptive possessions; and /or

b) key plant; and/or

c) key manpower. If applicable, the Prioritisation Process applies to all parties who have been identified to facilitate and participate in the process.

Purpose

This manual specifies the Consolidated Planning and the Prioritisation Processes. This manual and its modules provide visibility of planned requirements for key resources to inform the future resourcing needs of the business and provide a prioritisation process to identify the methods to be followed in order to identify the key projects to take place.

This manual, through its modules, mitigates the integration risks on delivery of the national portfolio due to resource clashes. The national portfolio relates to projects and programmes of infrastructure work on the network. These resource clashes could come from internal or external origin. The process supports the avoidance of key resource clashes as early in the project lifecycle as possible. Together, these modules assist the business to mitigate the risk of non-delivery of strategically important projects, due to unresolved resourcing issues.

This manual defines a consistent approach to the recording, updating and consolidation of key resource data within project schedules to be applied by all Network Rail delivery teams. The Consolidated Plan produced is used to inform the business of any access and critical resource constraints / conflicts that arise and allow fact based priority decisions to be made. On occasions where the normal deconfliction processes are unable to agree a resolution, the Prioritisation Process provides an objective method and framework to be followed.
