This standard specifies the process, roles, and responsibilities for developing the national consolidated key resource plan.
It specifies the process for recording, updating, and consolidating the key data used to produce the national consolidated plan.
It applies to all projects and delivery teams undertaking rail infrastructure work which requires any of the resources detailed in Appendix A.
This standard outlines the details of the assessment framework, criteria and process that are followed by any identified project(s) that have a resourcing conflict that cannot be resolved by the National Critical Resource Forum.
Purpose
The purpose of this standard is to provide visibility of planned resources and plant requirements to inform the future resourcing needs of the business. The process supports the avoidance of key resource clashes as early in the project lifecycle as possible.
This standard defines a consistent approach to the recording, updating and consolidation of key resource data. The consolidated plan produced is used to inform the business of any critical resource constraints / conflicts that arise.
There is a risk that there might be occasions where the normal de-confliction processes are unable to agree a resolution either at the Region or national level.
To manage this, a prioritisation business assessment process has been established. Clause 7 outlines the details of the assessment framework, criteria, and process to be followed.
This standard helps to mitigate the risk of non-delivery of strategically important projects due to unresolved resourcing issues and allow fact-based priority decisions to be made.
