This standard specifies the process to be adopted, as well as the roles and responsibilities of those associated, with Consolidated Assurance. This standard describes how Network Rail undertakes assurance activities that are assured at 0, 1st and 2nd line.

This standard is part of the P3M framework and relates to NR/L1/INI/P3M/100, NR/L2/INI/P3M/105, NR/L3/INI/P3M/127, and NR/L3/INI/P3M/128. It applies to all projects and programmes that require Investment Authority, as defined within IR01, Investment Regulations, and:

a) enhance or renew the operational railway; and / or

b) are carried out in a high street environment, e.g. car park developments.

This Standard applies to the roles which are accountable for the consolidated assurance activities identified by 1st and 2nd line, see NR/L2/INI/P3M/105.

NOTE 1: IR01, Investment Regulations, is available on Connect (IR01 is an internal document available to staff within Network Rail only, it can be made available upon request to [email protected]):

Purpose

The purpose of this standard is to describe the Network Rail assurance process and activities undertaken in relation to the Consolidated Assurance process which sits within the P3M assurance framework. It will identify who is accountable for carrying out the activities. The assurance activities provide Network Rail with oversight and confidence in the progress of its portfolio and that the correct governance is being adhered to. This standard further supports and defines the controls, processes, responsibilities and accountabilities defined NR/L2/INI/P3M/105, which include the “Lines of Defence” model for the assurance of activity undertaken in accordance with the P3M framework (NR/L1/INI/P3M/100).

Adherence to this standard will help increase the successful delivery of Network Rail’s portfolio and reduce associated reputational and financial risks. It creates a common set of working practices to provide a consistent approach in assuring the portfolio and projects / programmes within it.

There are no legal obligations associated with this standard.
