The work instruction covers the end-to-end process and controls for managing works in a High Street Environment including:
a) change control processes;
b) supplier capability assurance;
c) design and construction assurance;
d) contracting strategies;
e) competence requirements;
f) monitoring;
g) hand back.
It applies to the design and construction phases (including preparatory and hand back stages) of works undertaken in a High Street Environment where Network Rail is acting as the sole CDM client. It does not apply to works taking place on the Network Rail Managed Infrastructure. It is not intended to apply to routine maintenance works.
NOTE: NR/L2/CIV/095 and NR/L1/CIV/094 or NR/L2CIV/096 apply where Network Rail is not the sole client – i.e. to third party and outside party works.
This work instruction applies to all those responsible for the design, delivery and assurance of requirements including Network Rail and the supply chain.
It does not include works which can create or transfer safety risk to or from Network Rail Managed Infrastructure or adversely affect its safe operation. Such works are L2/RSE/02009 plus all other relevant standards from the full suite of Netrowk Rail standards.
Purpose
This work instruction provides appropriate governance and assurance measures to mitigate risks during both the design and construction phases of works undertaken in a High Street Environment. The risks mitigated include those which impact safety, environment, performance, financial and reputational.
The benefits are that it provides appropriate and risk-based processes for those works undertaken in a High Street Environment. This work instruction limits the application of railway derived controls for high street works so that suppliers can apply best practice from the broader construction industry. It is expected that this will help drive better value for money and make Network Rail easier to work with for contractors who have not previously worked in the rail industry or have not previously worked directly for Network Rail.
This work instruction sets out requirements that will assist with achieving compliance to relevant UK legislation, statutory regulations and appropriate construction standards as recognized in Eurocodes and approved codes of practice.
