A Train Operating Company (TOC) / Freight Operating Company (FOC) is required to comply with Network Rail’s instructions in the event of a failure of one of its trains provided that such a request does not contravene any Railway Group Standard. Any TOC / FOC may be commissioned to assist a failed train of another TOC / FOC.
The definition for ‘Cut & Run’ has been superseded by the terminology ‘Fix or Fail’ ROC Section: Definition of a ‘failed or disabled train’.
Network Rail Route Operations Control and the TOCs / FOCs Operations Control makes sure that, for all incidents, priority is given to ensuring that the correct response is provided to the incident. This instruction deals with:
Railway Operation Code Section Line Blockages and failed trains.
The formal process to arrange assistance and procurement.
The arrangements for the provision of an ‘Evacuation Train’.
The process for raising a Purchase Order to make sure costs are recovered.
PURPOSE
This procedure follows the instructions laid out within the Railway Operations Code, Section 5.
