The scope applies to Network Rail owned and managed stations where:

a)   Train operators dispatch trains;

b)   Network Rail dispatch trains for train operators; and

c)   Network Rail commission train operators to manage the station under licence.

This procedure does not apply to St Pancras (Midland Road) Station, where this is covered by the St Pancras International Station arrangements.

PURPOSE

This procedure sets out the arrangements by which Network Rail manages platform train interface risk where Network Rail has overall accountability for a station. The controls are also aimed at providing assurance that the train operator responsible for train dispatch is compliant with their documented processes and controls for platform safety and the dispatch of trains.
