This document applies to all Network Rail functions who operate Road-Rail Vehicles (RRV), and/or Rail Mounted Maintenance Machines (RMMM) utilising the Network Rail SMS.
The arrangements covered by this document apply only to items of rail plant operated within a possession, i.e. RRV, RMMM, and the supervision/controlling of RRV and/or RMMM by Machine and Crane Controllers.
Purpose
This procedure describes how line managers arrange training and competence assessments for their staff involved with the use, operation and control of Rail Plant. These arrangements give compliance with Network Rail's Safety Management System (SMS) and Competence Management System (CMS).
