This procedure concerns accidents, incidents and equipment defects involving OTP when on Network Rail infrastructure. It does not cover locomotives, wagons, tampers, stone blowers, ballast regulators or other on-track machines (OTM), which are covered by other procedures.

This procedure deals with the immediate and local management aspects of OTP incident management and is in addition to those actions mandated by the relevant GE/RT 8000 Rule Book modules and route control procedures.

The provisions of this procedure are in addition and complement those required by other company standards.

Purpose

This procedure defines the standard process, roles and responsibilities and operational control measures for the initial management ‘in possession' incidents involving On Track Plant (OTP) on the Network Rail infrastructure.

Final authority for incident management and any associated arrangements remains with Network Rail Route Control.
