This procedure is applicable to all functions that plan work and access on the railway infrastructure, including Maintenance, Major Projects & Investment and Operations & Customer Service. This includes the planning of engineering trains for maintenance, renewals and major projects activity. It does not cover the planning of train services for Network Rail's passenger and freight customers.

Purpose

This procedure describes the series of meetings that are required to bring together the planning of work and access on the railway infrastructure. It is an outline of the planning process but not a fully developed process. Each function of Network Rail shall establish their own functional procedures to implement planning within the framework defined by this document.

The text of the procedure itself is a brief explanation of the meetings and the activities that have to occur between them. For full details of the meetings refer to Appendix 1 "Work & Possession Planning Process: Meetings Management Pack". This describes the purpose of the meetings, attendees and inputs/outputs to/from them. This appendix is also available online via the Connect intranet site under "Useful Documents".

This procedure is issued to formalise the series of meetings of the planning process before all the related procedures are developed.
