The use of the CR-S is mandatory for all contracts involving work on behalf of Network Rail:-

• on Network Rail's Controlled Infrastructure (NRCI)

• which takes place on Network Rail premises located off the NRCI, and which could transfer risk to the safety of people or train movements on the adjacent NRCI

• at locations on stations irrespective of the Station Operator, which could transfer risk to the safety of people on NRCI, or train movements on NRCI. Such locations would include:

• the track and track bed up to the edge of the platforms

• that part of the platform where the Contractor's activities could transfer risk to the safety of people boarding or alighting from trains or the safety of train movements on NRCI

• train signalling and starting equipment and the sighting thereof

• that part of the station building or infrastructure that supports the above locations

• at locations in depots and yards which could transfer risk to the safety of people or train movements on the NRCI. Such locations would include the infrastructure that comprises and supports the electric traction supply, any Network Rail operated signalling systems (and depot protection systems when interlocked with such signalling), and those parts of the track and supporting infrastructure owned by Network Rail that have not been leased to an outside party.

The principles contained in the CR-S shall however be applied to outside party schemes wherever work impacts upon NRCI.

The CR-S are not intended to be applied to contracts involving work on behalf of Network Rail:-

• with organisations, such as management consultants whose Personnel or activities are not more affected by the hazards on NRCI than the general public

• solely for design in accordance with the Construction (Design and Management) Regulations 1994 (CDM). Risks associated with such work are to be controlled in accordance with the CDM Regulations. When a design contract also requires surveying on NRCI, then this part of the work is subject to CR-S.

• solely within the "High St." environment at locations on Network Rail owned stations, depots and yards which are NOT on NRCI and for which the contract activity cannot transfer risk to NRCI. The safety risks associated with such work will be controlled by the Contractor using the principles detailed in the CDM Regulations and Construction Regulations as appropriate.

For the purpose of Contract Requirements Safety a "High St." environment is one where the Site of work is outside NRCI and where safety risks arising from the work cannot be transferred to NRCI.

To minimise any possible confusion regarding the application of the CDM Regulations, it is a requirement that all construction / installation or operational activities associated with renewals or maintenance work etc. undertaken for Network Rail within the scope of clause 2.1, (unless otherwise stated in the CR-S Safety Clause Menu (S/008-0: Appendix 1)), shall be undertaken in accordance with the requirements of the CDM Regulations, irrespective of the application defined in Regulation 3. Appointments required under the CDM Regulations, where applicable, shall be identified in the contract.

Certain Contracts may require setting of additional Safety Requirements that are not covered by the CR-S.

The CR-S assigns the duty of the Contractor under the Construction (Design and Management) Regulations 1994 (CDM).

Handover / handback arrangements are not covered by the CR-S, but must be dealt with in the Contract Technical Documentation.

Purpose

This document provides information concerning the use of all sections of the Contract Requirements - Safety (CR-S),

S/008-0 (user guide and Safety Clause Menu),

S/008-1 (section 1 - mandatory requirements),

S/008-2 (section 2 - particular requirements),

S/008-3 (section 3 - information and guidance), and

S/008-4 (section 4 - model documents).

Primarily, this part of the document is designed to take Network Rail Personnel through the various stages in the development, control and issue of the relevant sections to Network Rail contractors.

In the case of a contract where Construction (Design & Management) Regulations 1994 (CDM) applies, the CR-S containing the relevant clauses and attachments will form part of the Pre-Construction Health and Safety Plan.
