This procedure applies to:

a) Events occurring on Network Rail Controlled Infrastructure (NRCI) or at Network Rail managed stations.

b) Events that do not occur on NRCI or at Network Rail managed stations but which cause, or have the potential to cause, an increase in risk on NRCI or at such stations.

c) Accidents involving Network Rail employees whilst on duty and not occurring on NRCI, including whilst travelling in road vehicles (whether owned, hired or leased by Network Rail)

d) Accidents involving employees of contractors whilst undertaking work for Network Rail

e) Enforcement action taken by the HSE or other enforcing authority concerning issues relating to:

• Operations or activities on or affecting NRCI
• Operations or activities on or affecting Network Rail operated stations

Purpose

The purpose of this procedure is to:

a) Provide a consistent and comprehensive process for the reporting of accidents and incidents.

b) meet the requirements of Railway Group Standard GE/RT8047 are met.

c) require relevant evidence to be collected

d) require accurate information to be provided to SMIS.

e) assist Network Rail in:

• Assessing safety risks
• Monitoring safety performance and compliance with its Railway Safety Case
• Supporting the accident investigation process.
