This specification applies to all persons who undertake or supervise safety-critical permanent way work on Network Rail's infrastructure. The activity of inspecting the track is deemed Safety Critical, including when such inspection is carried out following other work, on or off the track, prior to handing the track back to traffic. The recommendations are given in terms of both the ability to carry out the task (performance) and the necessary understanding (knowledge) of the issues involved.

PURPOSE

This specification gives recommendations for the competence of persons who undertake or supervise safety-critical permanent way work on Network Rail's infrastructure. It is for use in the preparation of Standards of Competence and in the operation of Competence Management Systems in respect of such persons. It supports the requirements of the Network Rail Competence Management System detailed in Network Rail Company procedure RT/LS/P/017 Competence Management and Assurance and that for contractors when clause S1.40 in Network Rail Company specification RT/LS/S/008 Contract Conditions - Safety has been selected.

Guidance is given in respect of the priorities Network Rail attaches to the preparation by contractors of Standards of Competence.
