This Specification applies to all operational and non-operational Network Rail owned or managed, Shared or Outside Party Tunnels that have been assigned Structure Category C as identified in Appendix D, and to those appointed by Network Rail to be responsible for the examination of such structures.

This Specification applies to structures assigned Structure Category C which are maintained by Network Rail on behalf of an Outside Party.

This Specification also applies to structures assigned Structure Category C which are owned and maintained by an Outside Party where there is no equivalent examination process acceptable to Network Rail, and so far as is lawful such structures are to be subject to a Visual Examination.

The word "structure" in this Specification means any structure that has been assigned Structure Category C as identified in Appendix D.

The group of Network Rail Standards for the Management of Existing Structures is shown in RT/CE/P/032 – "Managing Existing Structures". Within this Specification, references to Specifications within the group of Standards for the Management of Existing Structures are made in relation to the Structure Category i.e. EX(A) to (G) and the volume number, as well as the Network Rail Standard number.

This Specification includes requirements, if a reconnaissance visit is carried out before a Detailed Examination, to identify minor remedial works which could be carried out at the same time as an examination.

This Specification does not apply to the examination of the following:

• earthworks associated with Tunnel portals;

• continuously supported track slabs, unless an integral part of a Tunnel.

Health and safety requirements applicable to operational safety and emergency evacuation requirements are not within the scope of this Specification.

This Specification does not define the organisational and commercial responsibilities for delivering the requirements of this Specification.

Purpose

The purpose of this Specification is to define the requirements for the examination of Tunnels within Network Rail's infrastructure such that there is no unacceptable risk to safety as a result of their condition, and for recording and reporting the examination findings, and the provision of information for Regulatory reporting.

This Specification contains requirements supplementary to Network Rail Company Standard RT/CE/P/032 – "Managing Existing Structures", in respect of the scope of this Specification. Compliance with this Specification, and with the Specifications referenced herein, will ensure compliance with RT/CE/P/032, and with the Railway Group Standards as listed in Appendix E, in respect of the examination of structures in the scope of this Specification.
