This document considers the mechanical interface between vehicles that carry fare paying passengers (including the locomotives which haul them where they are loco hauled) and the infrastructure. Freight and On-Track Plant are to be added in later revisions. It considers only those areas which may be affected on the other side of the interface from that on which the change occurs.
The document considers those areas which, if changed, may require a change in the operation or management of sub systems on the other side of the interface in order to maintain performance levels. It does not cover safety requirements and assumes that all mandatory requirements (RGS, TSIs, etc) are met.
It is acknowledged that many decisions are necessarily influenced by consideration of power consumption, conductivity, electromagnetic compatibility, etc. which have not been included in this document. Whilst these factors may take priority over those discussed here, the parameters below should still be considered to facilitate understanding of the wider impact of any change.
Purpose
This Code of Practice states the current best practice for a system consideration of the effects of modifying or introducing equipment to the railway. This document is intended as guidance only for Network Rail commercial and infrastructure design staff.
This standard will give direction to Network Rail staff to collect and distribute data that will allow consideration of the effects of changes to the railway system as described within this document, section 2. The data should be collected from and distributed to all internal stakeholders who manage and/or operate any part of the railway system that has an effect on the interfaces between vehicles and infrastructure. This data forms part of that to be supplied under the Railway Group Standard GE/RT8270 Route Acceptance of Rail Vehicles including changes in Operation or Infrastructure as well as Access Condition F: Network Change and Access Condition G: Vehicle Change of Railtrack Track Access Conditions.
This document is also intended to act as a guide to any parties proposing change to the railway system as to the information they will be expected to provide and the potential wider effects of any change.
