To award a contract in the correct manner that ensures that a legally correct binding contractural agreement is formed between the contractor and Railtrack, once the correct authorisation has been granted.
To notify the successful tenderer and the unsuccessful tenderers of the results of the tender award in the correct manner, and to record and communicate the results to other interested parties.
