The procedure covers all Business Units, which have, or are required to set up, a formal safety review process to consider changes to infrastructure, rolling stock, organisation systems or processes. The procedure applies to all safety related changes that may import risk to Railtrack's controlled infrastructure or property. It provides the safety requirements for the engineering and change management component of the Railtrack Safety Management System at Zone/Region level.

To define the role and responsibilities of Safety Review Groups within the engineering and change management element of Railtrack's Safety Management System.
