This procedure applies to those people involved with Contractor Assurance Cases. A CAC is required from all contractors directly engaged by Network Rail, before managing the undertaking of physical work on Network Rail Controlled Infrastructure, or those parts of stations, depots, goods or sidings where there is a potential to transfer Risk between the activities of the infrastructure contractor and activities on the controlled infrastructure. A CAC is also required for those contractors engaged by Network Rail for the ‘delivery of possessions'.
Note: No CAC is required if the contractor's activities solely involve any of the following:
• Design
• Provision of labour
• Provision of technically qualified personnel to undertake safety critical work
• Work in a High Street Environment.
Purpose
This procedure mandates the process for Sponsorship of contractors considered potentially suitable for direct contract with Network Rail and the identification of the appropriate level of Assurance Case relevant to the level of risk a particular contractor may bring to Network Rail. It further mandates the process for Review and Acceptance of Contractor Assurance Cases by the relevant Assurance Case Acceptance Manager which all contractors, as defined in the Scope below, are required to have before undertaking work on the Network Rail Controlled Infrastructure.
