This Procedure is mandatory to all of Railtrack Line and is applicable to all activities. The self assessment and self certification process concentrates on Railtrack's Railway Safety Case and Safety Management System with some environmental issues also covered.
The application of this process does not remove the requirement to carry out other checks, inspection, monitoring, audit and/or certification, etc. as required by Legislation or Professional/Technical/Railway Group or Railtrack Line Standards and Specifications, Procedures or Work Instructions etc.
A Code of Practice, RT/LS/C/004 has been produced to support this Procedure.
PURPOSE
Self-Assessment provides the cornerstone in assuring, in conjunction with the appropriate level of audit, that Railtrack functions are applying internal systems meeting the requirements of Railtrack's Railway Safety Case as a continuous process.
It is through this process that Business Units will be able to routinely determine which aspects of the Safety Management System are working well and which require attention. This understanding will enable local and HQ Management reviews to direct resources appropriately in resolution of these issues. Audit will be used as a strategic tool to provide in depth investigations into weak or failing processes and will ensure that corrective actions are duly completed.
