This Technical Instruction is mandatory and applies to all TPWS track sub-system equipment supplied by TCL which becomes defective whilst still under warranty. This includes equipment found defective or damaged on delivery, or equipment diagnosed as being faulty on pre-commissioning testing or when in service. The Instruction applies irrespective of whether the equipment is commissioned.

This instruction also applies to equipment required to be returned to TCL for modification, reconditioning or under a product recall. Section 7 of this Technical Instruction covers the return of Phosphor Bronze contact Modules following an agreement reached between Network Rail (formerly Railtrack) and Thales Communications Ltd. This action is being instituted due to the recall of all Phosphor Bronze Modules.

This instruction does not include the process to be followed where TPWS equipment is involved in an alleged Wrong Side Failure, which will be dealt with separately via WS Atkins Rail at Crewe.
